Federalism is homelands securitys style

Homeland security is supposed to have a federalism type of system where there are branches that do not interfere with each others work. However lately every Branch has been trying to gain superior power over the other and not coming together to centralize the Intel they each hold and carry. It seems everyone in the homeland security wants to be the hero who gets the fame. Some would disagree saying they are heading in a single power Russian style secret police. and there is some logic and or facts that aid that statement however it is up to you to decide.
