Stem Cell Research and the Constitution

The only constitutional problems people have with stem cell research is whether or not the president has the power to tax the people for scientific research. The constitution has nothing in it allowing taxes for scientific research, however Bush was not worried about the constitutionality of it. He was more worried about the controversialness of whether or not an embryo is a human being and therefore whether or not it is ethically and morally right to perform embryonic research.
